My back seat doesn’t allow me to install a child safety seat in the middle. Is it safer to install behind the driver’s seat or the passenger’s?

My car is great except the button on my e-brake broke off and the spring popped out. Do I need this to pass inspection. Also how much would this cost to fix?
P. s. Where can I find a check list for the safety inspection

i had to change a tire but do not have a spare tire. will it be okay to leave the jack supporting the car overnight or until noon one ish tomorrow? i put a second jack where the tire used to be so it is supported by 2 jacks. . .
